After leaving the roof, start moving to the left and shoot at running opponents from behind cover. After dealing with a large group, the Ripper will come out to you. It is easy to recognize him by the yellow energy strip, which is reinforced with armor plates. Shoot him, aiming especially at his head and throwing grenades at him.
Remember not to stick out for too long, because his weapon does a lot of damage to you - do a few series, hide and wait until you restore energy, and then repeat this tactic. If the enemy starts to get too close, retreat behind the shelters behind you and keep shooting at the enemy until he falls.
When you defeat him, deal with the survivors, search the Ripper's body and take an assault rifle. Then go to the edge of the roof, grab the rope and climb down to finish the mission.
After finishing the siege, go northwest of the zone and use the passage leading to the new area - Manhattan. Go to the marked point on the spot and watch the animation.
